Most engineers skip this part. A 1 inch pipe does not automatically need a 1 inch meter. You size by flow range and fluid velocity. For a liquid, target velocity between 0.5 and 8 meters per second. A DN25 pipe has a cross section around 0.00049 square meters. At 2 meters per second you get about 3.5 m3/h. At 5 meters per second you get about 8.8 m3/h.
